The words springing to my mind include “cordinated, contrived, performative, bussed in, organised by apparatchiki under orders from above, designed to get civil war and simply war going" … look at the Ukraine. We could add “destroying all beauty underpinning a society”, replacing it with brutalism and “quirkery” (see London), just as Saruman was doing in LOTR.
