  1. Shirley, if the Met gave JSO permission to protest, as long as they stayed by the sides of the road, or on the pavement, and did not impede normal traffic flow, then all sides would be happy. If JSO refused those conditions, then they could be told that arrests were possible.
    Also, if arrested, any release on bail could be on the condition they did not return to impeding traffic. If they refuse this condition, keep them in custody and put them before the court to impose their own bail conditions, where the penalty for ignoring those is more severe.
    Just a thought.

  2. The "proportional Response" is to move the protesters to the side of the road where they are not causing an obstruction, but are free to continue their protest. The protesters continue to protest (I assume peacefully) unmolested and the traffic continues to flow. However, if the protesters do not follow the reasonable requests of the Police and continue to obstruct traffic they should be arrested under obstruction laws and/or behaviour liable to cause a breach of the peace. What's so difficult about that?
