It seems like ZeroHedge have fallen victim to propaganda from Fox News. Quote from the first comment on that article:

He said that breakdown in cooperation may impact safety of ISS and potentially endanger lives of astronauts and that in the current climate Russia sees no reason to continue maintenance of the station which is long past its design lifetime, and that he expects to see it failing by 2030. One needs to be retarded (or be an American journalist, which is basically the same) to interpret this as a threat."
